Contract Administration

Contract Administration Jersey
Contract administration helps ensure that construction work is managed in accordance with the agreed building contract. BHP provides contract administration services throughout Jersey for refurbishment, repair, fit-out and construction projects.

What does a Contract Administrator provide?

The Contract Administrator manages the procedures required by the chosen form of building contract. Depending on the agreed appointment and project requirements, our services may include:

  • Preparing specifications, drawings and tender documentation
  • Preparing the building contract for execution
  • Chairing progress meetings and recording agreed actions
  • Monitoring progress against the construction programme
  • Undertaking periodic inspections of the works
  • Issuing contractual instructions and administering variations
  • Assessing interim payments
  • Considering extensions of time and contractual claims
  • Certifying practical completion
  • Monitoring rectification of defects
  • Administering the final account and final certificate
A clearly administered contract provides a structured process for managing quality, time, cost and communication between the client and contractor.

When is contract administration required?

Contract administration may be appropriate where a formal building contract is used for refurbishment, external repairs, roofing, façade replacement, landlord works, office fit-outs or other construction projects.

The Contract Administrator’s powers and responsibilities are defined by the particular building contract. When carrying out certification and certain decision-making functions, the surveyor must act in accordance with the contract rather than solely as the client’s representative.

What is not included?

Periodic inspections do not constitute continuous supervision and cannot guarantee that every instance of defective workmanship will be identified. The contractor remains responsible for construction methods, site management, health and safety and completing the work in accordance with the contract.

Design, quantity surveying, Principal Designer duties, project management and specialist inspections are separate services unless expressly included within the appointment.
